Both Velazquez and Harrell are former City Council aides; both are married, each with three children, and live in the Mount Baker neighborhood. Both were rated "very good" by the Municipal League of King County.

Seattle Times | Earlier primary may cause drop in absentee voting | 8/19/2007

The Municipal League of King County, by contrast, found it easier to recruit volunteers to interview and rate candidates because interview committees trained and began their work before the Fourth of July, said league Chairman Bruce Carter.

There was a downside for the Municipal League, though. The only pre-primary candidates forum — a Medina luncheon during Seafair week — was canceled for lack of interest.

"I guess the opportunity to hear candidates doesn't compete very well with the Blue Angels," Carter said.

Pope, a Bellevue attorney, was rated "not qualified" by the Municipal League of King County. Larssen, as a write-in, wasn't rated; Hague was ranked "outstanding."

In Pope's most successful campaign to date, last year's race for a King County District Court judgeship, the King County Bar Association joined the Municipal League in rating Pope "not qualified."
