The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

 

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

 

 

 

 

 

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

 

I am currently the Acting Prosecuting Attorney for King County.    I have spent the past 17 years as Chief of Staff to the late Norm Maleng, and have been involved in every aspect of running the King County Prosecutor’s office.  I am running to continue our record of excellence and independence.  Our mission is to serve the cause of justice, not just to win cases.  I am the most experienced candidate, by far, and I believe I am the most qualified candidate to carry on the legacy of Norm Maleng.

 

I have worked to create and implement innovative justice programs, drafted legislation and lobbied for criminal justice reform, drafted and managed a $56M budget, and guided complex issues in both the Civil and Criminal Divisions.   During my 22-year career in the office,  I have personally tried cases of murder, rape, child abuse, and gang violence.

 

As Prosecutor, I will emphasize compassion and justice for victims, fairness for defendants, and protection for the community.   I know when to be tough, and also when mercy is appropriate.

 

We have a nationally-recognized Special Assault Unit, a successful drug court, and an outstanding homicide response team.  As a parent of two school-aged children, I am especially concerned about:

•           Internet crimes against children

•           School safety

•           Gang violence

I will also improve the way we deal with Identity Theft, Car Theft and Elder Abuse. 

 

We have built an excellent office, with some of the most talented attorneys in the country.  I am running to continue and improve on this record of success.  This office is not a political prize up for grabs – it is too important to the citizens of King County.  

 

 

 


 

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

 

I am patient, thoughtful, and measured.  I have dedicated my professional career to public service and have a vast knowledge of the issues that confront the King County Prosecutor.  In my role as Chief of Staff, I have been directly involved in every major decision involving the Prosecutor's Office over the past 17 years, from death penalty decisions to civil litigation strategy.  I know that our best decisions are the result of a process where we seek input from the deputy prosecutors, crime victims, counsel for the defense and/or our clients in County government.  The final decision rests with the King County Prosecutor, but only after listening to a full discussion of the issues. 

 

I fully understand the mission of the prosecuting attorney, and believe that the highest compliment you can pay to a prosecutor is to say that he or she is "fair".  

 

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

I was one of the architechts, together with then-Superior Court Judge Ric Martinez, of the King County Drug Court, back in 1993.  I traveled to Portland and Oakland to observe their versions of Drug Court and came up with a plan to create one in King County. At the time there were only 12 programs in the country.  There are now 1,600 such courts across the nation.  The Drug Court program has been a success and has been expanded to enable more individuals crippled by drug addiction to become productive members of society.

 

In 2002 we knew that our funding for Drug Court, mostly grants, was in danger of drying up.  Together with Norm, I orchestrated a Legislative effort to reduce drug sentences by half, capture the money that was programmed for more prison construction in DOC, and set up a special sub-fund of the State general fund earmarked for county drug courts.  King County now gets $1.6 m per year to use only for Drug Court treatment costs.  We currently graduate over 100 people a year, clean and sober after years of hardcore drug use.

 

I helped to establish Kids' Court -- an innovative program for children who have been victimized, mostly as the result of sexual abuse.  In Kids' Court, the children spend one Saturday in a real courtroom, getting to know the roles of the various actors.  We teach them how a trial works, let them take turns sitting in the various places in the courtroom, and, without discussing their own particular case, talk about what is going to happen the day they go to court.  While this session is going on, a deputy prosecutor meets with the parents in a separate room to answer questions about the justice system.  After a provided lunch, we bring in therapists who explain the physiological symptoms of stress, and how to both recognize and reduce them.  The children who go though our program are much less fearful and much better able to tell the truth.  We also started a Teen Court, for older children.  Part of the benefit for the participants is to realize that other children have suffered the same offense.  The program is educational, theraputic, and has been running for 17 years with only one paid contractor and dozens of community volunteers.

 

I led the Legislative effort to modernize our state's animal cruelty laws.  During three different sessions we overhauled the 100-year old statute and made the intentional torture and cruel killing of an animal a felony crime, instead of the simple misdemeanor.  The appropriate treatment of these offenders is critical as studies show a correlation between such acts and later violence towards people.  As a consequence, police, prosecutors and the courts now pay more attention, and devote more resources, to people who torture and cruelly kill animals.   


 

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

 

I was the President of the Board of a fledgling Montessori School in Burien for two years (2003-2005), after having served on the Board for one year.  I managed budgets, personnel, parents and facility challenges.  It was a new business that had been abandoned by its headmaster half-way through the year.  I learned a lot about crisis management and meeting payroll month-by-month.  The school is now quite successful and has a waiting list for students.   I continue to remain involved in school issues as a member of the School Commission for my daughter's current school.

 

I serve on the Archbishop's Review Board, helping the Seattle Archdiocese review complaints of sexual abuse and misconduct, and developing policies for the employees, families and children of their schools and parishes.  I have served on the Board for approximately four years.  It involves both case analysis and policy development. 

 

I have coached a girls' soccer team for the last 6 years, despite knowing nothing about soccer.  I had to learn the rules, strategy and drills, then motivate girls, including my daughter, to work together as a team.  Working with children prepared me for coaching attorneys.

 

I am also the leader and bass player of a rock and roll band that performs several times a year, typically at charity events.  

 

 

 

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

 

The King County Prosecuting Attorney's Office has, in the Criminal Division, the mission to serve justice, not just to win cases.  In the Civil Division we are the attorney for all branches of County government.  In the Family Support section we establish paternity, and establish and enforce orders of child support.  Each of these missions is equally important to the citizens we serve.

 

We have over 270 attorneys, 250 administrative staff, and a budget of $56 million.  The office has a history and reputation as being a professional, independent and non-political office, led by a leader of unquestioned dedication and integrity.  The duty of ethical leadership is my most important duty.
