2007 CANDIDATE QUESTIONNAIRE
FOR NON-JUDICIAL CANDIDATES

The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

 

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

 

 

 

 

 

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

 

It has been an honor to serve the citizens of Kirkland as a member of the City Council for the last four years. I ran for election to Council 4 years ago because I had spent many years participating in Kirkland civic life as an involved citizen. I served on the Park Board, Planning Commission, as founder and president of the South Rose Hill/Bridle Trails Neighborhood Association, and on many task forces and committees. When I ran for office four years ago, I sought to strengthen our sense of community, build a healthy economy, protect our environment, and include everyone in the process.  With hard work and dedication, those goals have been accomplished over the last four years.

 

There is much work to do in the next four years, and I believe we need experienced leaders to help make critical decisions about Kirkland's future. Kirkland is faced with many important decisions in the next few years: taxes and financial management, fire and police staffing, potential annexation, and growth management. Our small town character, our environment, and our sense of community face challenges from the constant pressures of growth and development.

 

Serving on the Kirkland City Council is an opportunity to continue serving the public. I have no vested interests. I am committed to open, transparent government. I observe that there is a sense of cynicism about government today, and I will work to restore confidence and trust in local government by conducting the business of government in an open and honest manner, in full view of the public, and by giving the public a voice in the decisions that affect their lives. I am committed to listening to and representing citizens.

 

I am qualified for the position. I am the incumbent and I have served on the Kirkland City Council for the last four years. Previous to that, I spent 15 years serving on boards and commissions, and working in community and neighborhood groups.

 

I am a small business owner and a financial professional. This experience gives me the ability to understand and fully participate in the budgeting and financial management of the City. I understand the needs of the business community and the need for economic development. I serve on the Finance Committee, the Economic Development Committee, the Disability Board, and I am the Vice-Chair of the Metropolitan Solid Waste Management Advisory Committee. I wish to continue working on these committees.

We have a well balanced, experienced, broad based group of elected officials on the Kirkland City Council. We have a variety of viewpoints and we are all hard working, dedicated, thoughtful and articulate. We work well together and have been very productive. I wish to continue serving with this group, and I believe the skills, experience, and view points I bring to the group are valuable.

 


 

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

 

I am intelligent, analytical, courageous, hardworking, out-spoken, energetic and enthusiastic. This helps me be a well prepared, thoughtful, involved and productive elected official.

 

I am open-minded and have the ability and willingness to listen. This helps me stay involved with our citizens and to understand their points of view and what is important to them. It helps me serve them better.

 

I am humble and have no need for recognition or glory for my work on the Kirkland City Council. I have the ability to praise my colleagues and our excellent and hard working staff and give credit for accomplishments to others. I believe this is very important when one works with groups of people to accomplish common goals.

 

I am a good communicator and am committed to participate fully in all of the work we do as a Council and on the committees on which I serve.

 

I have a good sense of humor which enables me to handle the stress of a very busy life and much responsibility. I enjoy my life and find serving on the Kirkland City Council to be richly rewarding.

 

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

1.  I helped develop Kirkland's focus on sustainable, appropriate, community friendly economic development. My financial and business expertise and experience gave me the ability to recognize that economic development is one of the tools we have to keep our city financially healthy. I worked with staff and other Council members to develop a focus on the "right kind of economic development for Kirkland" by developing goals, creating and serving on our first Economic Development Committee, and creating a position for and hiring our first Economic Development Manager. I have continued to be involved in these efforts.

 

2.  My regional responsibility for the City of Kirkland is to serve on the Metropolitan Solid Waste Management Advisory Committee (MSWMAC). This committee of representatives of municipalities in King County that participate in the King County Solid Waste system is charged with planning for the future of solid waste when the Cedar Hills Land fill closes in about ten years. I started on this committee two years ago with a narrow focus, which was to advocate for our position to close the Houghton Transfer Station located in Kirkland. It is an old, out-dated, inefficient, poorly sited transfer station which handles more than 25% of the total solid waste of King County. It has a negative impact on the Bridle Trails neighborhood in which it is located because of traffic, odor, noise, and litter. As a member of MSWMAC, I became familiar with the system as a whole and began to think about the bigger picture and worked with the committee to develop a waste export and transfer station plan that meets the needs of all of King County as well as Kirkland. I am very proud of the work this committee is doing and look forward to continuing with our work.

 

3.  During the entire time of my community service in Kirkland, including serving on the Kirkland City Council, I have mentored and encouraged citizens to become community leaders. I have encouraged citizens to accepts positions of leadership in community groups and neighborhood associations, to apply for positions on our boards and commissions, and to consider running for local office. It is very rewarding to see citizens step up to these leadership and service positions and to see them thrive and be productive. I find that most people need encouragement to take on leadership positions, and that there is a wealth of creativity, talent, and commitment in our community. It is wonderful to see the pool of present and future leaders grow and expand.

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

 

1.  Financial management and budgeting: this is what funds the services our city provides to our citizens, including public safety, parks, street maintenance, human services, and land use planning. This includes making and carrying out policies about taxation, fees, revenue generation and managing expenditures.

2.  Land use planning and decision making: this is what shapes our city and helps us maintain our important community character as we grow and develop.

3.  Environmental stewardship: this planning and these decisions keep our community healthy and beautiful while preserving our treasured natural beauty and environment for generations to come.

4.  Public Safety planning and funding: these important decisions are crucial to quality of life because these are the basic services that our citizens depend on to keep us safe and secure.

5.  Communicating with citizens and giving them a voice in local government: we do this in a variety of ways with our boards and commissions, forums, task forces, focus groups, community meetings, community newletters and with our website and email lists.

6.  Decision about employee benefits and compensation & contract negotiations: these are the important decisions that enable us to recruit and retain excellent staff at all levels of local government that keep our community running and provide the services our citizens enjoy.

7.  Economic development and business retention: this is one of the tools we have for generating revenue, maintaining and interesting and thriving community, providing goods and services for our citizens, and for providing jobs so our citizens can both work and live in Kirkland.

8.  Parks planning, development and maintenance: parks are one of our most important amenities that enhance our quality of life. Our citizens tell us over and over how much they value our parks.

9.  Human services: our support and funding for human services for the most vulnerable of our community is an important City of Kirkland value.

It has been an honor to serve the citizens of Kirkland as a member of the Kirkland City Council for the last 4 years. I serve on our Economic Development & Finance Committees, and as Vice-Chair of the Metropolitan Solid Waste Management Advisory Committee. Before being elected in 2003, I served on the Park Board, Planning Commission, founded the South Rose Hill/Bridle Trails Neighborhood Association and served as its first president. I am a small business owner and a Certified Financial Planner.
