2006 CANDIDATE BACKGROUND QUESTIONNAIRE
FOR NON-JUDICIAL CANDIDATES

The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

 SECTION III

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

I seek to effectively represent the diverse interests of the constituents of the 5th Legislative District in a fair, open-minded and principled manner.  I emphasize putting my business experience in finance and technology to work streamlining state government bureaucracy so that it’s more responsive, accountable and cost-effective to the average citizen and improves our quality of life in our community.

Specifically, I would like to see:

 An improvement in the public’s confidence that our constitutional government process works to address their daily needs and that their participation makes a real difference.

 A state government regulatory culture that focuses on the common sense priorities of citizens and delivers customer service that empowers citizens and businesses to be self-reliant and successful.

 A state transportation planning, financing and construction program that actually works to accommodate our citizens’ lifestyle preference and provides for a healthy economy.

 A nationally competitive recruitment program and compensation package for entry-level teachers to assure that our children’s learning needs are served well into the future.

 An environmental conservation policy that protects our state’s natural environment and that fairly accommodates individuals’ constitutional property rights in a timely manner.

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

I consider the three most important characteristics to be patience, fortitude and humor.

Our constitutional legislative process is both complicated and dynamic, composed of a broad diversity of personalities and opinions.  The patience to understand the process and the people in the process is essential to understand how to initiate change for the better.

Of equal weight is the fortitude to challenge the dead hand of political correctness and advocate for understanding and change that benefits real people, despite special interest influences.

To balance the stresses of both patience and fortitude one needs a good sense of humor.  Differences in opinion and philosophy need not make people less civil to each other personally.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life.

 As a person I had the good fortune and good sense to marry my wife, Elisabeth.  Her patience, support, and adventuresome spirit have been a never ending blessing to my life.  Equally, her unbiased critical assessments keep me well grounded.

 As a banker and management consultant I have had the opportunity encourage the entreprenuership of businessmen and women and see them realize their dreams on numerous occasions.  Whether developing a business plan, raising capital, sorting out regulatory requirements or hiring the right people to help them build a successful business; it’s always rewarding to see those entreprenuers (and those working for them) succeed.

 As a co-chair of the bipartisan Legislative High Tech Caucus, as well as a member of the state Information Services Board and K-29 Technology Network, I have taken the initiative to educate fellow legislators on the benefits (and limitations) of applying Information Technology effectively.  This includes the necessity of a healthy business climate to support a technology industry in our state.

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

My civic interests have been guided by my personal principle that it is important to give back to your community.

Children’s Services of Snoqualmie Valley (CSSV)  --  Board of Directors – 1999-Current

Successfully raising a family is the challenge in life.  Early childhood development assistance and family support are essential to help parents in today’s society.  CSSV is the cornerstone of providing these types of services in the Snoqualmie Valley.  The Snoqualmie Valley is a growing community with diverse interests.  As a board we are consistently challenged to balance our community’s parenting needs, creating programs to meet those needs and the financial means available to provide them.

Washington National Park Fund (WNPF)  --  Board of Directors --  1998 – Current

Our state’s national parks (Rainier, Olympics, Northern Cascades) represent some of our finest efforts of preservation of our natural environment.  These parks provide the best opportunity to educate our youth about the importance of environmental conservation and a recreational sanctuary to renew ourselves and our families.  WNPF raises corporate and individual contributions to supplement the operating budgets of these national parks.  As a board we are consistently developing collaborative relationships with those interested in sustaining our national parks.  That includes sponsoring educational outreach outside the parks and maintenance & enhancement projects within the parks.

Community Chambers of Commerce (Snoqualmie Valley, Issaquah, Maple Valley)  -- 1996 – Current

Local chambers of commerce are the catalyst for a healthy community.  Small business creates the jobs and wages that allow a community to invest in community assets that enhance our quality of life, such as social service centers, recreational facilities and public works infrastructure.  The social relationships developed in this forum help build understanding.

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

The most important duty is to listen to the concerns of the constituents of your district and sort out what you can (or can’t) do to help them fix their problem.   Sometimes it’s just helping straighten out lost paper work.  Sometimes it’s investigating an agency program that’s become dysfunctional.  Sometimes it’s developing a law that has statewide impact.

A constitutional oath to office is an exceptional responsibility of public trust and personal commitment and the most important duty to live up to that oath is to not compromise your integrity or the integrity of the institution.

To the best of one’s ability to provide an honest assessment of the facts on an issue to the public so they can determine if government is acting in a responsive, accountable and cost-effective manner.
