2005 CANDIDATE BACKGROUND QUESTIONNAIRE
FOR NON-JUDICIAL CANDIDATES

The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

 SECTION III

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

I have lived in the Bellevue/Kirkland area since 1957. I graduated from Interlake High School and the University of Washington. I have made my home here and raised my children who also attend the University of Washington. I have involved myself as a volunteer in numerous civic and charitable organizations. I believe that everyone if able should dedicate a certain amount of their time to making their community a better place.

I have chosen to run for the Kirkland City Council  because I believe my experience brings a new and valuable perspective to City deliberations. With over 10 years of involvement as a Park Board Member and Chair as well as many hours serving on City advisory committees, I believe I understand the community and the issues we face. My involvement in all the City committees has allowed me to study growth, traffic, housing and environmental issues. My professional experience will inject some diffent solutions to these issues. I look forward to creating City Council and Community dialogue.

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

I am a problem solver. My educational and professional backgrounds have prepared me to  be an effective communicator. I have successfully used my communication skills to negotiate with the Longshore and other Labor Unions. I have also worked with several Counties and Cities in my work as a Developer. Both of the above situations required the ability to establish trust and a positive repoire, to understand other's thoughts and effectively communicate my views while working towards successful outcomes. I have also had the opportunity to use these same skills while a member of  many community and charitable organizations. My skills of bringing together many divergent views as well as having been on both sides of the counter will bring some needed expertise to the Kirkland City Council.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life.

I served on the Kirkland Park Bond Steering Committee during our successful 2002 Bond. As we were working to determine what projects should be on the bond it became clear to me that the each potential project on its own could be voted down. I posed the idea of promoting 4 projects from 4 corners of the City that would gather enough support to make the voters support the other projects. The Kirkland Parks Bond passed. It was the only Park Bond in the State of Washington that did!

I was involved in the Development of the Kirkland Teen Center and Kirkland Performance Center. My efforts were behind the scenes in the form of reviewing the work to be done and the costs involved. In the end both of these projects are highly valued by Kirkland's Citizens.

I was the Chairman of the Downtown Action Team Parking Committee. This committee was the first citizen's group to thoroughly analyze Kirkland's parking situation. We evaluated everything from public perceptions to funding detailed time studies of parking usage during various times of day. A set of  recommendations was forwarded to the City Council who in turn established a formal parking board who carry on the work we started.

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

Park Board 1997-Present Chair and Vice Chair

City Committees: Downtown Action Team 1999-Present, Vice Chair 2005, Chair Parking Committee, Vice Chair Lakeshore Plaza Design and Development Committee, Member; Lake and Central Steering Committee, Juanita Beach Master Plan Advisory Commmittee, Skate Board Park Advisory Committee, Park Bond Advisory Committee and Cross Lake Ferry Advisory Committee.

Little League Coach 1995-1999

Founder Boyer Children'sClinic Thunder Ride 1999. Director 1999-2004

Childrens Hospital Imagine Guild Board Member

Forgotten Children's Fund 1998-Present. Christmas Day Santa Claus 2000-Present

Lakeview Elementary School Classroom Tutor 1995-1996

Kirkland Downtown Association Member

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

To carefully and diligently understand and act accordingly with regard to the current and future issues effecting Kirkland's Citizens. These issues are local, interlocal, regional and in some cases national. The most important duty is to be honest and act with integrity with the other council members, City staff and most importantly with the Citizens.
