CANDIDATE BACKGROUND QUESTIONNAIRE
The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee. The questionnaire is the basis of the League’s research and interview process. The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.
A printed version of the questionnaire is available for candidates who prefer to use the traditional format. To obtain a hard copy, please contact the League office. A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview. Candidate responses, except the confidential section, will be available to the general public at the League website.

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge. These are defined as follows:
§ Involvement: What has the candidate done previously in family, neighborhood, community, volunteer work, employment or public life to suggest readiness to accomplish challenging objectives? How do these activities demonstrate readiness for the challenges unique to the office sought?
§ Effectiveness: Has the candidate demonstrated promise of being productive in the office sought? Has the candidate shown the ability to work with other people?
§ Character: Do the candidate's personal traits show the ability to take on the responsibilities of campaigning for and holding the public office she or he is seeking? Is the candidate a leader, participant or observer? Is the candidate trustworthy, reliable and candid?
§ Knowledge: Has the candidate demonstrated the willingness and ability to learn and adapt? Does the candidate understand the duties and challenges of the office sought? Does the candidate have a firm grasp of the issues important to his or her constituency and their potential effects?

I am running for Seattle School Board because first, having 2 children that attend school in South Seattle I am concerned about the quality of education they receive. Compared to other parts of Seattle, Shoreline, and Bellevue the quality is less than desirable. Second, I am concerned, having grown up in a low income neighborhood, that low income and children of color in South Seattle are being tracted away from jobs and careers that pay family wages. Third, I’m running because I’m tired like many parents of feeling powerless to do anything about the education system.
I am also running because first, I understand, having come from a low income background, what it is like to be a low income child attending public school. Second, because I was the first in my extended family to go to college, and I want other low income children in Seattle to have that opportunity. Third, I have children who go to school in South Seattle and I am therefore keenly aware of the quality of education that children are receiving. Fourth, South Seattle needs an advocate for its children that are being left behind. Fifth, I want to help solve problems in individual schools.

2. Describe your most important personal characteristics or traits as they relate to the office you seek.
|
My most important personal characteristics as they relate to School Board Director are honesty, family involvement, fiscally conservative, lived in Seattle 25 years, listening to constituents rather than telling them what is needed, being a open-minded problem solver- creating a win-win situation, and keeping a balance in life.
In this time in history the personal characteristics that I will contribute as a School Board Director include first, my mediation and consensus building traits to help the board work more cohesively and help the Administration and Board do the same. Second, my advocacy traits in working with coalitions to advocate for increased funding and reduced class size. Third, my mediation traits in working with building leadership teams in schools to begin the process of turning around schools that are not doing well.
I will use these personal traits in the office to accomblish goals: *Collaborate to obtain more resources for Seattle schools. *Initiate conversations to create strong individual schools. *Build consensus among School Directors, and Board and Management. *Collaborate with Directors to set District policy. *Collaborate with Directors to hire and supervise Superintendent.

3. Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud. These examples should illustrate effective skills and capabilities you think apply to the office you are seeking. These accomplishments may have occurred at any time in your personal, professional, or public life.

The first accomplishment is studying and making policy recommendations for the Washington State Legislature. In 2004 I conducted a study and made policy recommendations on how to retain manufacturing businesses in Washington State, including education and training recommendations to ensure a trained and educated workforce. The study included eight separate focus groups conducted throughout the state with business executives and labor unions. The skills that I used which would be used as a school board director include, pursuading individuals to attend a focus group, mediating the groups when individuals with conflicting interests attended, pursuading group attendees to cooperate with each other, and gaining information that would be used to set policy. The policy recommendations included writing a report with policy recommendations to the legislature and presenting to legislative, executive, and administrative policy makers. The skills that I used which would be used as a School Director include writing policy proposals that would be agreeable to the majority of policy makers, and presenting those proposals to the administrative staff.
The second accomplishment is maintaining a balanced Department of Social and Health Services-DDD budget. I manage a portion of the DDD budget in my job. I am proud that I am working to use taxpayers dollars wisely. In my job I must each month assess if the budget is on target and if those vendors that are receiving payment are maintaining the quality of service. My job is to cut or reduce payments to vendors if they do not maintain quality of service. As a School Board Director I will need to monitor monthly each budget to ensure Capital dollars are being used wisely, and operating dollars are fulfilling the vision of the District to increase achievement.
The third accomplishment is the organizing of a city wide summit on affordable housing. This involved recruiting constituents with different interests to attend a summit with the goal of developing goals that many interests could agree upon. This Summit was successful at achieving that. As a School board Director I will be working with many interests at a school to help turn around that school. My skills at mediation will contribute to that. I will be working also with different board members and management staff who may have different priorities. I will again use my leadership and mediation skills to move towards greater cooperation.
The fourth is raising two healthy, strong, and smart children. I always see the positive in them and in working with constituents see the positive and encourage and lead to accomplish positive goals. |

BUSINESS EXPERIENCE: Owned and operated two businesses-1988-89, 1977-78.
ADVOCACY EXPERIENCE: Advocated and successfully obtained a K-8 school for South Seattle students, which was approved in last Building and Construction levy-Co-organizer-2004. Advocated and successfully obtained extension for alternative Elementary school children to attend alternative Middle school-Leader-2004.
MANAGEMENT EXPERIENCE: For seven years managed not-for-profit family programs-1990-2000. For three years mediated 25 conflicts with Department of Social and Health Services providers, families, and constituents, resulting in verbal and written agreements-2000-2004 For 3 years supervised professional employees-Supervisor-1992-1997. Managed data collection for a longitudinal study on teen high risk behaviors-Data Collection Supervisor-1996-97 Completed Management Development Core Program with the Department of Personnel, State of Washington-2003.
PERSONAL ACHIEVEMENTS: For 11 years raised two children and active dad. Masters in Social Work in Policy, Administration, and Planning from the University of Washington, Seattle. Union member, WFSE local 53-AFSCME, since September 2000. In high school attended summer Marine Corps training-1971

5. Please describe the duties of the office you seek. Which are the most important duties and why?
|
The duties of the School Board Director are to work in partnership with the administrative team to set the district’s direction. This includes to make decisions and set policy regarding a number of matters, including, bond and levy elections, budget adoption, facilities, curriculum adoption, fiscal planning and oversight, employee relations, and transportation. Cooperation is the key to success. The School Board’s governance duties are in four major areas:
Vision: Focusing the work of the district and community on student achievement through a comprehensive strategic planning process. Structure: Governing the district through prudent financial planning and oversight, and diligent and innovative policy making. Accountability: Infusing all district programs and crucial policies with specific goals and a process for evaluating, reporting, and recommending improvements. Advocacy: Champions public education in the local community and before state and federal policy makers.
At this time in history the most important duties include first, the School Board Directors working together, cooperating with each other, and the Directors and Administrative team also working with each other. This is important as the public’s perception is that the Board is not working together, that they are getting distracted and to meet the goals of N.C.L.B. the District and Board need to focus much more on achievement.
Second, maintaining prudent financial planning and oversight. The capital budget is still accumulating cost overruns and the operating budget continues with annual deficits. Maintaining prudent oversight of the capital budget is a very important priority as an elected official and to maintain the public’s trust. Also, long term sustainable financial planning is needed to develop a continued balanced operating budget. As the state continues to not meet its obligations (Paramount duty) the district must look at how to maintain a long term balanced budget without deficits.
Third, infusing all district programs and schools with specific goals and a process for evaluating, reporting, and recommending improvements to increase achievement levels is needed to establish more accountability in schools.
Fourth, advocacy is a key duty of the Directors. This includes joining with existing coalitions and helping organize larger coalitions to advocate in Olympia for increased funding. There is also a place for advocacy at the school level in working with schools that are not doing very well to help turn them around. It would include advocating for increased community involvement in individual schools. Without increased funding to reduce class size and increased community involvement to show the commitment to public education, our school system faces the continued decline to mediocracy.
