The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

 

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

 

 

 

 

 

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

 

I've lived in Sammamish for 20 years and have spent many of those years working to create a city and now to insure that this city is an attractive and desirable place to live.  Our city is now 6 years old and we have gotten all the basic building blocks in place - a comprehensive plan, a good staff that works well together, and a council that works well together.  We can now begin to work on those things that will make begin to create and make an identity for our city.  I want to continue on the council to shape our city center and the sense of place that is currently lacking.

 


 

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

 

'm known as an independent big picture thinker who is solution oriented, has good listening skills, knows how to prioritize, who is able to work with diverse interests and, most importantly, cares about the community.  In addition, my co-workers, constituents, and students have complimented me on my ability to explain complex ideas in easy to understand every day language as well as to synthesize complex data.   My makeup includes a healthy dose of skepticism; this leads me to ask question, test assumptions  and seek out alternative sources of information and points of view before making important decisions.        

 

In my professional and municipal life, my approach is to define and analyze an issue or situation, articulate a goal and then continually focus on that goal as one goes through a process of looking at alternative strategies or solutions to reach that goal.  The following two examples can illustrate my approach to solving problems. 

 

One of my personal goals was to insure that the Sammamish regional trail was opened in our community.  Once we had a majority of councilmembers in support of that vision, I drove the process to work in partnership with King County to bring that to a reality.  That process took a significant amount of energy to first build our broken relationship with the county and convince staff that we needed to take the necessary steps to do so.     

 

Similarly, in my professional life, my focus is on retirement and estate planning.  The first step is working with a client to understand and articulate their goals.  As one develops alternative strategies, its critical to keep coming back to those goals and determining whether they are valid and, if not, restating them before proceeding.      

 

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

Our community wanted local control over its land use processes and its future.  Residents were concerned that the county's development and future annexation plan for our community was flawed.  I listened to those concerns, agreed with them and helped lead the effort to create the city of Sammamish.  Today, we live in a successful small city that is working with its residents, neighboring cities and the region to create a liveable community and region.

 

When our first attempt at incorporation failed, primarily due to a campaign that  created geographic divisiveness within the community, I became a founding member of the Sammamish Kiwanis Club and invited leaders from all areas of the community to participate and build strong trusting working relationships.

 

One of the most challenging situations that we face in the city is the the integration of the Sammamish Trail into our community.  The trail has been an extremely contentious issue for many years and was fiercely opposed by many members of the community.  When the opportunity presented itself, I drove the process to bring about a tenuous partnership between the city and the council that allowed the trail permitting process to move forward on a fast track.  


 

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

 

Co-chair of the first Sammamish incorporation committee where I learned how to reach out to and listen to the concerns of our community.

  

I'm currently a Councilmember and former Mayor of the city of Sammamish where I have chaired the Finance, Legislative and Community Development Committees and currently sit on our Publice Safety Committee.  In addition, I have represented the city at Suburban Cities, Eastside Fire and Rescue Board, the Executive Board of the Puget Sound Regional Council and the Regional Transit Committee.  This exposure to broader regional issues, focusing on public safety, integrating long range transportation, economic and land use plans, has given me both the knowledge, connections and skills that will enhance my success as a state senator.

 

Sammamish YMCA - board member and finance committee chairperson for a new and growing organization that is currently negotiating a land purchase from the Issaquah school district and will be participating in an eastside capital campaign.  In addition, I represent my board on the nominating committee of the Greater Seattle YMCA board.

   

Chair of the Eastside Transportation Choices Coalition, an organization that advocates for alternative and multi-modal forms of transportation.

 

Chairperson East King County Estate Planning Council - I have been moving through the chairs and have had a turn as secretary, treasurer and, currently, chairperson.

 

Puget Sound Council of Investment Clubs - Boardmember for 8 years where I was activitely involved in education programs for adults interested in taking responsibility for the financial success as well as teaching accounting to the treasurer's of investment clubs.  Good Samaritan Building Committee - treasurer during the period of time when we were engaged in the planning for and construction of our church facility.

A city councilmember's role is to provide municipal services to the community, set policy and direction for the city, and promote the interests of the city in the region and the state. 

 

The most important duty is listening to and representing interests of the community while providing cost effective and efficient urban services.
