2005 CANDIDATE BACKGROUND QUESTIONNAIRE
FOR NON-JUDICIAL CANDIDATES

The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

 SECTION III

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

The defintion of insanity is repeating the same action and expecting different results.  With the lack of leadership and accountability at King County why would we want to send 9 incumbants back in January and expect any change?

Co-Founder of King County Communities for Fair Process, Pyeatt has seen first hand the dysfunctional operation of King County. “It has left its citizens unable to trust in its leader’s ability to properly run the county. Taxpayers who work hard require leadership that holds their best interests first,” Pyeatt said.  “King County is collapsing under its own weight, and has become unresponsive to the needs of the tax payers.  It is a sad day when those we elect forget that they are public servants and allow special interest groups to drive public policy.  As a County Council member, I will never forget that my true title IS public servant, and vow to work to restore the citizen’s faith and trust in its county government.”

As a commissioner for both King County and the City of Bothell, Pyeatt has seen first hand the difference between a well run and responsive government and the completely inept operation that King County has become.  King County needs the experience Steve could bring to the issues and to the debate with his skills as a commissioner, a football official, and community activist.  It is his desire to see King County's administration become an open and positive model for county governing.

We must change the makeup of the King County Council if we want to return common sense and integrity to our local government.  Steven Pyeatt is our only chance to achieve that goal. We must stop the insanity.

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

Integrity, loyalty, team player, leadership, common sense, and good judgement.  These are all traits I was raised with, have lived my life by, and are critical traits as a football official.

In serving the people of King County integrity is of the upmost importance.  The incumbant has shown a complete lack of this trait and is a key reason I am running.

Loyalty to the citizens I represent means I would never forget that I am a public servant first and foremost.

Being a team player is important to working with 8 other councilmembers and having run grassroots orginazations that have people from all parts of the political spectrum means that I put leadership and common sense above political agendas.

Leadership skills I have learned from being a lifelong businessman, and from being a football official, are traits I bring that the incumbant does not have.

Common sense and good judgement are important parts of everything I do in life and are a must if we are to save King County from the downward spiral it is in.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life.

I am very proud of my role in creating and driving the grassroots effort that kept the Seahawks here.  Our 14 month effort not only resulted in Seattle becoming the first city to stop a proffesional sports team from moving, but also became the only city to "fire" an owner.

Began a grassroots campaign that stopped a City of Kirkland "Chip seal" program which used tar and gravel to resurface city streets so they could divert road funds to art projects.  Chip Seal is a rural surfacing solution that is unsafe for children and causes damage to cars, carpets, and decreases home values.  As a result of my efforts the pilot project was stopped and the streets resurfaced.

I also initiated a grassroots campaign that prevented an office building with large training center from being located in a residental community for which it was completely unsuited.  As a result the building was converted to an Alternative High School and the office and training center located in an appropriate office park.

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

Having been a Football official for over 15 years showcases my skills as a leader, team player, quick thinker, my good judgement, and ability to handle myself in difficult and stressful conditions. To be able to defuse an explosive and emotional situation and have those involved hold you in respect is very much like serving the citizens as a council member.

In 2000 I stepped in and Co-Chaired the American Cancer Society Relay for Life event in Issaquah taking it from an ineffective event raising only $35,000, with a goal (considered overreaching by the society) of $45,000 and raised $107,000 (exceeding my personal goal of $100,000) that year.  Since moving on a couple years ago this event has continued to grow into to a major fundraising event passing the $200,000 mark this year.

Over the past year I served on commissions for King County and the City of Bothell.  Both involved explosive issues and I served with people who had a wide variety of viewpoints. I was able to work within this framework and keep people focused on the goal and respecting each others viewpoints.

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

Listening to, and responding to citizen concerns about issues in the district and throughout the county.

Working with other council members to find responsible solutions to these issues.

Bring Integrity, accountability, responsibility, and leadership back to a seat that has been completely lacking in those areas with the incumbent.  Restore openness and transparency to the  process.  Restore the peoples faith in County Government so they can say that the County works FOR them and not AGAINST them.

Most important in King County is rebuilding the elections division from top to bottom and restoring the faith of the people that those who gain office were legitimately elected.
