SECTION III

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

I'm new to the 32nd district, Finn Hill of Kenmore was in the 1st District until 2002. In the last 2 years since I sat before you to interview for this job, I have gotten to know the people and the problems of Shoreline and feel that I am better able to represent them in Olympia.

The old answers to problems are no longer working for this state. For too long the answer has been more taxes and more spending without any oversight of the departments doing the work given them by our representatives. This is also part of the state rep's job, and a part that I have experience in from my work as a commissioner for a large utility district. State budgets have been increased out of habit, we need performance audits to be done before more taxes are levied.

I strongly oppose 1) an income tax, 2) gun control, 3) state interference in early childhood education, 4) more regulations and "reform" for schools that take money out of the classrooms, 5) state department bureaucrats making laws (without even using best science,) 6) transportation funds being siphoned off to the general fund by "taxing" highway projects, 7) GMA urban growth boundaries that artificially draw a line affecting property values.

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

Over the last 6 years, as a board member and regional committee member, I've developed the ability to get folks off of auto-pilot and to think about what they are doing with a well worded question. Some brilliant ideas have come from peers that hadn't stopped to give their subject much thought. This seems to work in a non-partisan arena, and I believe it will work in Olympia where representatives from both parties are there to do the right thing. It can be easy to do what is asked by lobbyists and staffers and hard to stop and ask ourselves what is best for the citizens of this state.

I'll be looking to draw out the best solutions from the other legislators and giving them full credit for their brilliance. Bi-partisan solutions will be my greatest successes.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life.

My analytical skills were tested while I was a technician with the phone company. There was a major re-engineering planned in my department by a very powerful middle manager. No one wanted to question her plan, not even her peers. After it got around that I thought it was a bad idea, I was given the raw data for the plan and asked to look it over (in addition to my regular duties as a tech.)  I found about 6 or 7 reasons supported by the data for why the plan should not go ahead and was able to present them to her on the eve of the change over convincing her to cancel and re-phase the plan as I suggested. The new plan went off quite well, and a catastrophe for major phone company customers was averted.

My accomplishments as a water commissioner include a change over in management when it was discovered that the person was empire building instead of holding down costs by making best use of the employees without unneccessary hiring. Getting together a majority for the change of upper management took time and consideration of all involved.

As a new member, I was also able to bring it to The Board's attention that The Big One is regularly advertised on the front pages of our local papers so they should plan for it by making sure our tall water tanks are still standing when they will be most needed. It took years and a half a million dollars but our district will be one of the few that can supply water after a major earthquake.  This was an easy project to get approved, it was just that no one had thought of it before.

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

Working full time for the phone company, getting promoted from tech to project manager, and raising two sons at the same time, kept me very busy for the first 12 years in this part of the world. But I didn't feel that I was doing a good job as either manager or mother so I gave up manager and stayed home with my sons full time for several years. I then had the opportunity to return to the phone company tech position as a parttime employee with the flexibility to attend little league games etc and was able to work for several years in that position.

During this time, I took on the job of fundraising for the Boys and Girls Club youth football program. I was co chair and then chair of their auction that was quite successful. This made it possible for the Club to offer scholarships to the program for low income members.

One of my hobbies that has helped to keep me informed about state politics is my frequent letter writing to local papers for the last 14 years. I have two subscriptions and write a few times a month on local, state, and national issues. This was how I came to the attention of the Republican Party in my district. (A search of King County Journal with my name should bring up some of the recent letters they have printed.)

Recently, in addition to my regional work with the water and sewer utilities, I have gotten to know the local issues in the 32nd district like the Thornton Creek lawsuit over a lack of proper permitting for a fish bearing stream, and the lawsuit by citizens over the business-killing plans for the city's remodel of Shoreline's Aurora corridor.

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

There are way more duties required of a state rep than they can possibly perform so I see the job as requiring regular turnover in order to move from one area of expertise to another. The encumbent has done a great job of starting up new programs and finding funds for them. But now it's time to clean house and eliminate the old programs that no longer perform well and make more efficient use of existing state revenues.

I signed the Evergreen Freedom Foundation pledge to vote for performance audits that will help to improve state services while reducing the budgets of big departments that have been free to grow while the legislature was busy with other things.

These departments have been increasing their regulations (and the manpower to enforce them) to the point that small businesses in this state are finding it near impossible to comply with the huge volume of expensive regulatory requirements. At a time when our state has high unemployment it is crucial to free up the enterpreneurial spirit of our citizens to help create new jobs.

Regulations and reforms have also hurt our local school districts who must budget more time filling out forms than they spend in the classrooms with our students. It's a matter of cleaning house, reducing the cluttering regulations and keeping only those that work well.

I'm currently working full time in a part time position as a commissioner for the water and sewer utilities of a large district. My duties take me to many meetings every month to discuss the technical requirements and policies for old and new programs that can have huge impacts on utility rates.

I still find time to keep up on current events and write letters to the local papers on these topics. As our newspapers are increasingly replaced with news from other sources, it is getting harder and harder to stay current without going on-line. My membership with state run non-partisan think tanks keeps me informed.

Finished!

If at all possible, send your response to the Municipal League electronically as an attachment, or insert it into an e-mail message (rebecca@munileague.org).  Mail and fax numbers are listed below.  If the League has not contacted you to schedule an interview, please call the League office at your earliest convenience.
