In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

 

 

 

 

 

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

 

            I am running for state representative because of my desire to improve the lives of all people in our state, especially those less fortunate.  Now, more than ever, our state's institutions, leaders, and residents need to be committed to the betterment of all people; as a state representative and public leader, I aim to meet this goal.  We must move away from partisan or divisive politics that are a detriment to us individually and to our state as a whole. Instead, we must work to solve our common problems and improve our state’s quality of life for all people.

            To do this, I will continue to focus on improving the effectiveness and accountability of state services and to increase people's trust in our government. This is especially important in light of the successes of several initiatives.  An upset public is demanding better services at lower costs and government must respond.  

            Next, we need to continue to work to improve our state’s business climate with regards to improving the lives of all its citizens and their communities.  In addition, my experience both working and volunteering in the public schools has convinced me that having an educational system (both teachers and management) that is anything less than the best will harm our state’s future.  I have been working to set up school management reform and policies that will encourage this.

            Lastly, we need to come up with a long-term fix for our structural budget problems.  Presently, critical human services, educational and criminal justice programs, which improve the lives of all state residents, face a grave crisis.  We need to insure that we have a business environment focused on solving these problems.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

1. USAF Academy graduate (1980) with ten years active military service piloting B-52’s in our nation’s defense and as the B-1 Contract Officer managing a billion dollar AF contract.  Honor, leadership, teamwork, technical expertise, sacrifice, and accomplishment are just some of the capabilities and skills I have learned, trained and modeled in my 14 years of service to our country.

 

2. Receiving a nomination for the Catholic Community Services Archbishop Raymond G. Hunthausen Humanitarian Award (1993) in recognition of service to the poor and the advancement of social justice was a first step.  Becoming a recognized leader and a voice in the legislature and in the community for promoting the common good for all people especially those less fortunate 

 

3. Through persistence and leadership, I have rallied state representatives of both parties, to make government effectiveness and accountabilty a top priority.  Passed legislation (2002) mandating three significant government audits and a grading system of all government operations.  In accomplishing this, I needed to successfully collaborate with the State Auditor and various citizen initiative activists, publicly advocated for passage on the Dave Ross show, won over resistant legislative leadership, and negotiated personally with the governor at final passage.  Public leadership, persistence, organizational management knowledge, willingness to compromise, overcoming obstacles, and political expertise were just some of the skills needed to pass this legislation


 

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

 

-Commissioner, Lakehaven Utility District (96-99) 

           Served as an elected member of a five-member board on the state’s largest independent water and sewer district located in the Federal Way metropolitan area.  Received experience in a local government operations and state water issues.

 

-Director, Tacoma Goodwill Industries, (91-99)

            Directed and managed three separate business units employing 100 workers while providing vocational and personal services to disabled and disadvantaged employees.

 

-Member, Federal Way Chamber of Commerce (95-present)    

            Active member working with and understanding local business concerns.

 

-Board Director (95-99) and Board President (95-97), FW Community Caregiving Network

           Active volunteer member for a local nonprofit board serving the needs of the homeless, hungry and needy in Federal Way.  As president, the FWCCN set up 2 new transitional homes for homeless women and children.

           

-Board Director, Federal Way Boys and Girls Club (95-present)

            Active volunteer member of a nonprofit organization dedicated to assisting children

-Member, American Society of Quality (94-present)

            Active member of the nation’s leading management association, which partners with the US Dept of Commerce on the Malcolm Baldridge Quality Award program.

 

-Board Director, Rehabilitative Enterprises of Washington (93-96)

            Active board member of the state wide association involved in lobbying, promoting and improving nonprofit vocational training organizations serving individuals with disabilities.

 

-Member, 30th District Democrats

            Active local party member for 12 years.  Served as district delegate to both State and County Party organizations.  Served as an elected PCO for three terms.

 

-Member (92-96) and Spiritual Aims Committee Chair, Tacoma Kiwanis (93-95)

            Active volunteer member at a local volunteer service club.

-Board Director (92-95) and Board President (93), Federal Way Youth and Family Services

            Active volunteer, later served as interim Executive Director at a local mental health agency serving low income families and children.

 

-Legislative Director (91-92), Vice President, Lake Dolloff Elementary School PTA (93)

            Active volunteer member advancing the educational needs at my children’s elementary school.

-Member, St. Vincent de Paul Parish (85 to present)

           Active member in numerous committees (Lector, Respect Life), and service clubs (Knights of Columbus).

-Parent (82 to present)

           The most challenging activity which gives a person particular insight in one of the most important population groups in our society.

 

-Substitute Teacher, Federal Way School District & St. Vincents Catholic School (01-present)

            Substituted at all levels from kindergarten to high school

 

 

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

 

           1. You must listen and learn from constituents, staff, lobbyists, and peers.  I spend a significant amount of time listening and learning from all around me.  It is very important to be open, not just to new goals or ideas, but to be able to recognize and admit that you may be mistaken or wrong in both policy and execution. 

            2. To develop policy and pass legislation.  A significant amount of my time is spent turning ideas/concerns from constituents or to work in collaboration with other groups to develop bills and to pass legislation that will improve our state.  My strongest passion is in this area.

            3.  Assist people (both constituent and non-constituents) with their problems and concerns.  This may involve anything from helping with a local government issue, to a problem with a state agency, to providing some technical information.
