In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

  • Involvement: What has the candidate done previously in family, neighborhood, community, volunteer work, employment or public life to suggest readiness to accomplish challenging objectives? How do these activities demonstrate readiness for the challenges unique to the office sought?

 

  • Effectiveness: Has the candidate demonstrated promise of being productive in the office sought?  Has the candidate shown the ability to work with other people?

 

  • Character: Do the candidate's personal traits show the ability to take on the responsibilities of campaigning for and holding the public office she or he is seeking? Is the candidate a leader, participant or observer?  Is the candidate trustworthy, reliable and candid?

 

  • Knowledge: Has the candidate demonstrated the willingness and ability to learn and adapt?  Does the candidate understand the duties and challenges of the office sought?  Does the candidate have a firm grasp of the issues important to his or her constituency and their potential effects?

King County Government has a major influence on the liveability of the region through the delivery of regional services and the implementation of the Growth Management Act to protect rural and resource areas. Unincorporated areas also receive local services from the County. I am running for King County Council to make sure that regional services are delivered efficiently and  critical services are protected while protecting the quality of life in the region.

 

I also believe that the council needs moderate, knowledgeable members who can work together without partisan rancor. I am such a person.

 


 

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

 

- I am intelligent, well read and knowledgeable about the issues facing the County and the region.

- I listen to all sides of an issue before making a decision.

- I work well with others and seek collaborative solutions to problems.

- I have a sense of humor.

 

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

During my service on the Board of the South King County Multiservice Center, the agency encountered significant personnel and financial difficulties. The Board decided not to renew the contract of the executive director. Many members of the Board resigned, including the president. I assumed the presidency a year in advance of schedule and provided leadership to the staff, board and funding agencies in order to keep the agency running while we recruited a new executive director and resolved personnel and financial issues.

 

I implemented the school impact fee program for King County. The collection of impact fees from new residential development  was authorized by the Growth Management Act. King County was the first jurisdiction to implement the fees. School districts that desire a fee must prepare an annual six-year capital facility plan which is adopted by the County. I set up the internal county committee to review the plans and impact fee amount and make recommendations to the County Executive and Council for adoption. In over 10 years of chairing the committee, I have dealt with many controversial issues implementing the program including citizens who desire to cut school funding in an attempt to stop growth by failing to provide adequate school facilities for new development.


 

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

 

Volunteer attorney at the South King County Legal Clinic, affiliated with the King County Bar Association, an award winning neighborhood legal clinic program providing a free legal consultation open to all residents regardless of income level. I have volunteered from the beginning of the clinic to the present.

 

Board of Trustees of the South King County Multiservice Center (1989-99), a social service agency providing emergency and transitional housing, food bank, low income energy assistance, and job training throughout South King County. Served as Board President (1994), Secretary (1998), Personnel Committee Chair (1991-93), and Nominations Committee Chair (1995-1997).

 

Trustee of the King County Bar Association (1991-94), a professional association providing legal services to the public throughout King County. I also served as Chair of the Publications and Bar Bulletin Committee (1987-90) and the Legislation Committee (1994-95).

 

District 9 representative to the METRO Citizens Transit Advisory Committee (1989-93), advising the METRO Council on transit  service and planning.  Served as Chair of the Planning Subcommittee when the initial rail routes were developed (1989-92).

 

Trustee of the South King County Bar Association (1984-86, 1988-90), a voluntary association of attorneys from South King County and sponsor of the South King County Legal Clinic 1990-91).

 

Member of Washington Women Lawyers and served on the Judicial Evaluation Committee (1987-90).

 

Member of the Highline Community Parks Board (1985-87), a private park on land leased from the Port of Seattle in the north clear zone of the Sea-Tac airport.  Assisted the Board in lobbying the Port of Seattle and King County to develop the North Sea-Tac Activity Center.

The most important duties of the office are:

- Representing the residents of District 9 and the citizens of all of King County in the formulation of county policy and regulations.

- Ensuring that tax dollars are spent wisely and that county services are efficiently provided.

- Being accountable to the public.
