SECTION III

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

For nearly 14 years, I have worked on and contributed to various Boards, Commissions, Citizen Advisory Committees and Study Groups as a volunteer for the City of Bellevue.  Currently, I am the Chair of the Bellevue Transportation Commission and work directly with many city departments and staff, reporting to the City Council.

This experience has allowed an inherent familiarity with the many issues facing Bellevue and its citizens – now and in the future.  It is my goal to advance these issues in a meaningful way, taking into consideration all that is involved to move such issues forward.

With such experience comes a great deal of knowledge and understanding which would serve to allow a timely, relatively easy transition to become an effective City Council Member.  Additionally, I possess the energy, ongoing interest and flexibility of schedule to devote the time necessary to support such a commitment – and succeed at accomplishing stated goals.

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

I am an excellent “listener” and have the ability to consider all perspectives of an issue, researching the advantages/disadvantages, seeking other opinions and working toward consensus, particularly if an issue is contentious.

I have worked with the general public for most of my career and have fine-tuned my “people skills”, thereby able to interact effectively and give consideration to individual opinions and direction.

My proven leadership skills have been advanced in the last decade by the opportunities afforded by my civic involvement and professional interests.

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life.

          1.  The 1989-1992 East Bellevue Transportation Study Advisory Committee (to which I was appointed) was the city’s most in-depth, comprehensive study to date of traffic/transportation issues.  My participation and direct contributions were instrumental in identifying specific needs of the neighborhoods, including intersections, corridors and roadways, and major arterials and freeways.

The work of the EBTS laid much of the groundwork for the issues that are presently before the City Council, Transportation Commission and citizens of Bellevue.  The meaningful work definitely advanced the focus of traffic/transportation as key to the Eastside’s success and livability.

2.      Dedicated interest in and attendance at over 200 Commission meetings, community open houses, public hearings, etc. – either as a citizen “volunteer” or in an official capacity as a Member of the Bellevue Transportation Commission.  This has provided an incomparable insight and knowledge of community issues and the importance of community involvement.

3.  Member of the U.S. Jaycees for 12 years, holding every office in the San Francisco region, including District Governor, and was appointed a California “Action Legislator” to represent the California Jaycees before the House and Senate in Sacramento, CA.  Additionally, youth involvement has included Little League and American Legion baseball coaching for nearly 10 years and 5 years in the Big Brother program.  This dedication highlights the importance of youth involvement in our community.

4.      Please list or describe your current and past activities in the community in which you have acquired skills that relate to the office you seek.  Include your role in the activity and the year(s) in which you were involved.  Involvement consists of many areas such as family, neighborhood, community, employment, or public life.

     Direct civic involvement has included:

     - 1989 – present:     Member, Spiritridge Homeowners Association (Bellevue)

     - 1989 - 1992:           Member, East Bellevue Transportation Study Advisory Committee

     - 1994 – present:     Precinct Election Official, District 48 (Lake Park)

     - 1997 – present:     Bellevue Transportation Commission; two terms as Vice Chair;

                                           second term as Chair

     - 1999 – present:     Transportation Commission Liaison to Bellevue Downtown

Association/Chamber of Commerce Joint Transportation Committee

     - 1999 – 2000:          Citizen Advisory Committee Member – Neighborhood Enhancement/

                                           Traffic Calming Projects

     - 1999 – present:     Transportation Commission Liaison to Eastside Transportation

                                           Partnership

     - 2001 – 2002:          Transportation Commission Liaison and Citizen Advisory Committee

                                          Member to Eastgate/I-90 Corridor Study

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

The principle job of a City Council Member is to make policy.  This often takes the form of passing ordinances or resolutions after policy decisions are made.  City departments perform the administrative task of implementing the policies.  It is noted that a City Council relies on ideas and perspectives from many sources, including:  Council staff, citizen’s groups, advisory commissions (i.e., Transportation Commission), Chambers of Commerce, the city’s departments (Transportation, Parks, Sewer/Water, Building).

The Council’s responsibility is to consider the merits of specific proposals and approve, modify or reject.  The Council must also analyze community needs, alternatives and available resources (budget/staff).  The Council operates within an established budget (two-year) and the city’s very important Comprehensive Plan.
